Zhoushan Maritime Implements Multiple Measures to Ensure the Safety of Passenger Ferry Operations
As the 2026 National Day holiday approaches, the demand for island tourism and visiting friends and relatives is concentratedly released, and Zhoushan water passenger transport will experience a travel peak. It is predicted that during the National Day holiday, Zhoushan will transport an estimated 1.165 million passengers, with plans for 9,255 ferry trips. Passenger flow will be concentrated on popular island routes such as Putuo Mountain, Shengsi, and Qushan. From October 2 to 4, passenger flow is expected to peak, and the task of ensuring water transport safety will be significant.

To ensure the safety and orderliness of water passenger transport during the holiday, Zhoushan Maritime Bureau has launched a special regulatory and security program for National Day passenger ferry transport in advance, tightening and enforcing safety responsibilities for all parties. Before the holiday, Zhoushan Maritime organized enforcement teams to conduct comprehensive safety checks on 152 passenger ferries scheduled for operation in the jurisdiction, focusing on key aspects such as the ships' seaworthiness, crew's practical skills, firefighting and lifesaving facilities, and management of roll-on vehicles. Shipping companies were urged to implement closed-loop rectifications, firmly preventing ships with "defects" from commencing operations.

During the National Day holiday, Zhoushan Maritime Bureau strictly implements the leadership on duty system and 24-hour duty monitoring. In line with the elevated control measures for major risks posed by passenger ferries, dedicated personnel and teams are assigned to specific responsibilities, ensuring tiered safeguarding and onboard inspections. Relying on the intelligent maritime platform, VTS, drones, and patrol boats, a comprehensive regulatory network is established to monitor full-route dynamics on key popular routes such as Zhujiajian to Putuo Mountain and Yanwo Mountain to Qushan. On-site supervision is strengthened during peak hours through stationed personnel and targeted inspections. Additionally, coordination with transportation, public security, culture and tourism, fisheries, and local townships is enhanced to provide collision prevention warnings for commercial and fishing vessels, while strictly enforcing adverse weather warning mechanisms to ensure water traffic safety.
The maritime department reminds passengers to check ferry schedules in advance, purchase tickets with real-name verification, plan trips reasonably, comply with safety regulations throughout the journey, and adjust travel plans promptly in case of strong winds, heavy rain, or other adverse weather conditions.
