Taicang Port to Chancay Port frame container shipping mode achieves regular operation

On September 23, local time in Peru, the COSCO Shipping vessel "Paranagua," carrying 2,445 domestically manufactured automobiles, successfully docked at Chancay Port. Previously, 917 cars transported by the first voyage of the "Prosperity" vessel on the same route had been unloaded and distributed across Peru. The regular operation of the framework box car transport model from Taicang Port to Chancay Port marks the addition of a new safe and smooth channel for domestic automobiles to enter the Latin American market.

To facilitate the smooth overseas export of domestic automobiles, Taicang Maritime Administration has supported COSCO Shipping’s new “foldable specialized car transport framework” solution to operate at Taicang Port. Focusing on foreign trade development needs, the maritime department initiated a comprehensive "combination strategy" to safeguard the overseas export of domestic automobiles, covering four aspects: leadership through party building, system innovation, safety escort, and service efficiency improvement.

By leveraging party building to resolve cross-regional logistics bottlenecks, Taicang Maritime Administration collaborated with 11 party organizations from ports, enterprises, and other entities to establish the Water Logistics Chain Party Committee for new port and navigation business models. This party building chain connects the business chain and service chain, gathering collective efforts to safeguard the overseas export of domestic automobiles.

Through system innovation to reduce corporate logistics costs, Taicang Maritime Administration has deepened reforms of the "one bill system" and "one container system," signing mutual recognition agreements for regulatory interconnectivity with maritime authorities in Hefei, Wuhan, and other regions. This has promoted seamless water-to-water cargo transfers without changing or opening containers, ensuring container integrity throughout transport. With these reform measures in place, the application process for enterprises has been greatly simplified, reducing single-container logistics costs by approximately 20% and significantly enhancing the efficiency of domestic car exports via the Yangtze River Golden Waterway.

In response to emerging cargo types such as lithium battery energy storage cabinets, Taicang Maritime Administration has devised a comprehensive safety management plan for waterborne transportation, addressing all aspects of the process. By implementing tiered control at critical points, the entire transportation process is made traceable, ensuring safety standards are met. Furthermore, the administration developed the "government + port navigation" research model, working alongside universities and enterprises to establish temporary safety measures for mass sea transport of lithium battery storage containers, safety guidelines for framework container transport of new energy vehicles, key points for shipboard vehicle transport approval, and onsite inspection protocols, ensuring the safe shipment of vehicles and energy storage cabinets via framework containers.

To accelerate the clearance and shipment process for domestic automobiles, Taicang Maritime Administration has set up a dedicated task force for emerging business models, offering services such as inspection appointments and "green channels" for trusted vessels. Collaborating with port entities to implement "joint inspection, one-time clearance," the administration has reduced the loading time for each ship by approximately six hours, enabling faster overseas exports of domestic automobiles.

As the largest automobile export port along the Yangtze River, Taicang Port exported approximately 920,000 vehicles from January to August this year, representing a year-on-year increase of about 80%. On average, 2.7 vehicles per minute are shipped worldwide from Taicang Port. The Latin American market has become an important growth market for the export of domestic new energy vehicles and commercial vehicles. According to Taicang Customs data, over 200,000 vehicles were exported to 42 Latin American countries and regions through Taicang Port in the first eight months of this year, a year-on-year increase of about 40%.

A representative of the Taicang Maritime Administration stated that next steps will focus on further innovating maritime regulatory services to ensure higher levels of safety and optimized clearance services, thereby escorting more domestic automobiles from Taicang Port to global markets.
