The overall plan for Jining Port has been jointly approved by the ministry and the province.

Recently, the "Jining Port Master Plan (2026–2035)" (referred to as the "Plan"), prepared under the leadership of the China Communications Water Transport Planning and Design Institute, was jointly approved by the Ministry of Transport and the Shandong Provincial People's Government. This provides strong policy support and a scientific action framework for Shandong Province to accelerate the construction of a modern comprehensive transportation system.

The "Plan" is deeply aligned with the construction of the Grand Canal Cultural Belt, ecological protection and high-quality development of the Yellow River Basin, the Huai River Ecological Economic Belt, and the goal of building a demonstration zone for a strong transportation nation in Shandong. It precisely meets the development needs of industrial upgrading, logistics distribution, and opening-up in the hinterland of southern Shandong, aiming to comprehensively build a modern inland port system that is well-planned, functionally complete, efficient, green, safe, and smart.

Based on Jining's unique geographical and transportation advantages, the "Plan" optimizes and establishes an overall spatial development pattern of "one port, eight zones, and 23 operational areas." Among them, "one port" refers to Jining Port, and the "eight zones" include the main city, Weishan, Liangshan, Wenshang, Jiaxiang, Zoucheng, Jinxiang, and Yutai port areas. The "Plan," taking into account the development foundation of each port area, the industrial support of the hinterland, the status of shipping hubs, and future development potential, designates the main city port area as the core port area, Weishan and Liangshan port areas as important port areas, and Jiaxiang, Zoucheng, Jinxiang, Yutai, and Wenshang port areas as general port areas, providing precise guidance for orderly development, intensive construction, and differentiated growth of the ports.

The approval of the "Plan" will fully unleash new momentum for the development of Jining's port and shipping industry, empower the quality improvement, efficiency enhancement, and transformation and upgrading of port-related industries, and make every effort to promote Jining Port's transformation and upgrading into a modern comprehensive logistics hub.
