Ministry of Transport held a ministerial meeting
On February 28, Liu Wei, Secretary of the Party Leadership Group and Minister of the Ministry of Transport, presided over a ministry meeting to convey and study the spirit of General Secretary Xi Jinping's important speeches and relevant meeting spirits, and to discuss and deploy implementation measures; reviewed the "Opinions of the Ministry of Transport on Accelerating the Construction of a Modern Maritime Safety System," the "Implementation Plan for 'Mobile + Card-Free' Convenient Passage on Highways (2026–2028)," and the "Guidelines for Carbon Footprint Accounting in Transportation (Trial)."
The meeting emphasized the need to thoroughly study and implement the spirit of General Secretary Xi Jinping's important speech at the meeting of the Political Bureau of the CPC Central Committee, to prepare a high-quality "15th Five-Year Plan" for transportation development, and to focus on this year's key tasks, ensuring the implementation of the Party Central Committee's decisions and deployments through concrete actions. It also stressed the importance of studying and implementing General Secretary Xi Jinping's important speech at the 2026 Spring Festival gathering, promoting high-quality development in transportation, always adhering to the principle of putting people first, establishing and practicing a correct view of political achievements, and creating results that can withstand the test of practice, the people, and history.
The meeting emphasized the need to earnestly implement the spirit of the State Council executive meeting, further enhance the sense of responsibility and urgency, aim at the annual goals and tasks, deeply study and advance work, optimize management and services with innovative ideas, and formulate more targeted policies and measures to ensure tangible results. At present, efforts should focus on the latter half of the Spring Festival travel rush and the transportation service guarantee for the National People's Congress and the Chinese People's Political Consultative Conference. Key areas and major risk points should be closely monitored, timely consultations and assessments should be conducted to address severe weather, safety risks and hazards should be rectified, responsibilities should be firmly established, and major accidents must be resolutely prevented and contained. Transportation capacity allocation should be well-coordinated to ensure smooth travel for passengers, the transportation of energy materials, livelihood materials, and spring farming supplies, as well as to ensure smooth road network operations and charging services in service areas. The legitimate rights and interests of practitioners should be safeguarded to maintain industry safety and stability.
The meeting emphasized the need to accelerate the construction of a modern maritime safety system, with high-quality development as the theme, reform and innovation as the driving force, and comprehensive capacity enhancement as the focus. Efforts should be made to systematically improve, lead with intelligence, ensure legal guarantees, and provide professional support to serve the high-quality development of maritime transport and ensure maritime traffic safety, thereby providing stronger support for accelerating the construction of a transportation powerhouse.
The meeting emphasized adhering to the principle of "pilot first, gradual promotion," and steadily and orderly advancing the "Mobile + Card-Free" convenient passage service on highways, focusing on improving highway traffic efficiency and optimizing the travel experience for the public.
The meeting emphasized the need to earnestly implement the major strategic decisions of the Party Central Committee and the State Council on carbon peaking and carbon neutrality, to study and build a scientific and comprehensive transportation carbon footprint management system, to enhance the level of carbon footprint management in transportation, and to promote the green and low-carbon transformation of transportation.
