The Ministry of Transport held a ministerial meeting.

　　On March 20, Liu Wei, Party Secretary and Minister of the Ministry of Transport, presided over a departmental meeting to deeply study and implement the important speeches of General Secretary Xi Jinping and the spirit of relevant meetings, and to discuss and deploy implementation measures; heard reports on the 2025 work and 2026 key points for reducing costs, improving quality, and enhancing efficiency in transportation and logistics; and reviewed the "Rules for the Management of Civil Aviation Air Traffic Controller Licenses."

　　The meeting emphasized the need to deeply study and implement General Secretary Xi Jinping's important speeches during the National People's Congress and the spirit of the National People's Congress, and to earnestly implement the deployments of the 11th plenary session of the State Council and the State Council executive meeting. It called for maintaining strategic focus, being more proactive, and acting with higher standards to effectively execute the decisions and deployments of the Party Central Committee. The meeting stressed solidly advancing all aspects of transportation work, striving to make new contributions to improving the modern comprehensive transportation system, accelerating the construction of a strong transportation nation, and promoting Chinese-style modernization. It also emphasized studying and implementing General Secretary Xi Jinping's important speech during his meeting with Turkmenistan's national leader and Chairman of the People's Council, Berdimuhamedov, leveraging mechanisms such as the China-Turkmenistan Cooperation Committee's Subcommittee on Transportation and Logistics Cooperation to advance pragmatic cooperation in the field of transportation.

　　The meeting emphasized the need to deeply study and implement General Secretary Xi Jinping's important instructions on effectively reducing logistics costs across society. It called for a problem-oriented approach, prioritizing the development of multimodal transport, connecting market facilities to high standards, addressing bottlenecks, and effectively reducing logistics costs across society. A multimodal transport action plan should be implemented, focusing on achieving a one-hour transfer rate at key hub nodes, and accelerating the improvement of the multimodal transport facility system, information connectivity system, standard rules system, and enterprise service system. Efforts should be made to cultivate internationally competitive leading enterprises in transportation and logistics and integrated logistics providers, guiding enterprises with tailored strategies to develop and implement plans, and improving the evaluation indicator system for enterprise cultivation. The meeting also stressed deepening the integration of transportation logistics with industry, focusing on large-scale industrial parks to extend transportation logistics elements and services to manufacturing clusters, and collaboratively enhancing the security and resilience of industrial and supply chains. It called for fostering and strengthening new productive forces, promoting the standardized, healthy, and orderly development of new business models such as network freight and low-altitude logistics, and accelerating the application of artificial intelligence in the field of transportation and logistics. Additionally, the international logistics supply chain system should be continuously improved, with efforts to expand diversified and resilient international transportation channels and consolidate and enhance international logistics service capabilities.

　　The meeting emphasized the need to adhere to the coordination of development and safety, further standardize the management of civil aviation air traffic controller licenses, improve the qualification management system for civil aviation air traffic control professionals, and promote the safe and healthy development of the industry.
