On March 13, Liu Wei, Secretary of the Party Leadership Group and Minister of the Ministry of Transport, presided over a departmental meeting to deeply study and implement General Secretary Xi Jinping's important instructions on production safety, listen to the report on transportation safety production accidents in February, and review the "Action Plan for Tackling Bottlenecks in Multimodal Transport (2026–2030)", "Implementation Plan for Enhancing Urban Circle Intercity Commuting Efficiency (2026–2030)", "Implementation Plan for Accelerating the Construction of a Modernized Comprehensive Transportation System in the Capital Urban Circle (2026–2030)", and "Action Plan for Improving the Quality and Efficiency of Transportation Audit Supervision (2026–2028)".

The meeting pointed out that the overall transportation safety production situation in February was stable. Since the start of the Spring Festival travel season, the industry has worked together to conduct thorough investigations and rectifications of major risk hazards and strengthen control over major risk sources, ensuring the implementation of safety production and service guarantee measures, achieving significant results. It is necessary to deeply study and implement General Secretary Xi Jinping's important instructions, adhere to the principles of prioritizing people and life, further strengthen awareness of red lines and bottom-line thinking, and ensure the meticulous implementation of all tasks to maintain the continuous stability of transportation safety production. Preparations for major risk hazard investigations and rectifications during the flood and summer seasons must be made in advance. Efforts should be made to ensure safe and orderly resumption of work and production, strengthen risk assessment and warning reminders, and urge enterprises to implement safety measures for resumption of work and production. Illegal and irregular behaviors in passenger transportation must be strictly combated, corporate responsibility must be reinforced, and drivers' safety awareness and operational skills must be improved to resolutely prevent and curb major accidents. Proactive measures must be taken to address disaster weather, strengthen consultations and assessments with meteorological departments, and strictly implement measures for "response, inspection, and control" to ensure the safety of people's lives and property and the stable and orderly operation of the industry.

The meeting emphasized the need to address bottlenecks in multimodal transport, focusing on major freight nodes, and adopting a "one point, one strategy" approach to improve the multimodal transport facility system, information connectivity system, standard system, and enterprise service system. Accelerating the construction of a modern multimodal transport network will provide crucial support for improving the modern comprehensive transportation system and reducing logistics costs across society.

The meeting emphasized the need to enhance intercity commuting efficiency in urban circles, adhering to the principles of serving the people, integrated planning, categorized strategies, and multi-party collaboration. Efforts should be made to promote the rapid development of urban circle commuting corridors, facilitate convenient hub transitions, achieve unified commuting services within the same city, and implement intelligent travel guarantees, effectively shortening commuting times and improving commuting experiences.

The meeting emphasized the need to accelerate the construction of a modernized comprehensive transportation system in the capital urban circle, focusing on connection, integration, quality improvement, and renewal. Efforts should be directed towards building the spatial framework of "one core, two wings, dual cities with multiple points, dual corridors with multiple circles" in the capital urban circle, promoting organic connection between external transportation, intercity transportation, and urban-rural transportation, and integrating them with urban transportation to create a model for constructing a modernized comprehensive transportation system in urban circles.

The meeting emphasized the need to accelerate the improvement of the quality and efficiency of transportation audit supervision, establish and improve an audit supervision mechanism that is coordinated vertically and horizontally and seamlessly integrated. Efforts should focus on building a powerful, precise, authoritative, and efficient audit supervision system, fully leveraging the role of audit supervision in providing service guarantees for accelerating the construction of a strong transportation nation.
