Since September 2023, when the "Opinions of the Central Committee of the Communist Party of China and the State Council on Supporting Fujian in Exploring a New Path for Cross-Strait Integrated Development and Building a Cross-Strait Integrated Development Demonstration Zone" (hereinafter referred to as the "Opinions") were issued and implemented, Fujian has successively released five batches of 74 policy measures to promote Fujian-Taiwan integration, organized and implemented 206 key projects for Fujian-Taiwan integrated development, with a total investment exceeding 1.3 trillion yuan.
In terms of trade and economy, the range of goods in the small-scale trade markets with Taiwan has been expanded, enriching the consumption choices of people on both sides and smoothing the channels for cross-Strait private trade exchanges. Since the opening of the Mawei-Matsu maritime express route in November 2024, goods worth over 1.2 billion yuan have been transported. The Huangqi-Matsu small-scale trade route with Taiwan achieved a cumulative trade volume of 21.2 million yuan in 2025, a year-on-year increase of 40%.
In terms of projects, the regular operation of the "mini three links" facilitates daily travel for residents of Kinmen, Matsu, and coastal areas of Fujian. As of December 2025, Fujian Province has achieved full coverage of direct maritime freight routes with major ports in Taiwan and has regularly opened air routes. The second phase of Fuzhou Airport and the new Xiamen Airport are about to be completed and put into use.
After the implementation of the "Opinions," Fujian has added eight new Taiwan Farmer Entrepreneurship Parks, achieving full coverage across the province's nine cities and one district. As of December 2025, Fujian's Taiwan Farmer Entrepreneurship Parks have cumulatively introduced and implemented 1,176 Taiwan-funded agricultural projects, with contracted Taiwan investment reaching 2.02 billion US dollars. By strengthening connections with Taiwan's advantageous industries, Fujian has focused on promoting cooperation in specialty agricultural industries such as Taiwanese oolong tea, premium fruits and vegetables, modern seed industries, boutique flowers, and facility fisheries, forming a development pattern of "one park, one specialty; one district, one industry."
In terms of local exploration, Xiamen has innovatively established the "Kinmen Compatriots Service Station" and the "Near Convenience" service area for Taiwanese compatriots, providing 58 cross-departmental "one-stop" services, enabling Taiwanese compatriots to "handle matters upon arrival in Xiamen," and introduced the "Saturday Service" convenience measure. The Xiamen-Kinmen "mini three links" has become the most convenient "golden channel" for cross-Strait personnel exchanges. Fuzhou has introduced a "two inspections in one" customs clearance model, reducing passenger clearance time by 50%, and issued the "Fuzhou-Matsu Same-City Pass Card," allowing permanent residents of Matsu to enjoy the same-city treatment in Fuzhou. The Pingtan Comprehensive Experimental Zone has created a cross-Strait social integration "digital living circle," using digital means to empower and enhance the work and life of Taiwanese compatriots in Fujian.
In terms of platform construction, Fujian has built a digital "first home" for Taiwanese compatriots and enterprises, enabling Taiwanese compatriots to "view all information at one stop," "check policies and measures at one window," and "handle service matters online."
Meanwhile, Fujian has introduced the mainland's first local regulation specifically for Taiwan-related cultural exchanges, providing solid legal protection for cross-Strait cultural exchange and cooperation. The Fujian-to-Kinmen water supply project has become a model of cross-Strait cooperation in the livelihood sector. Over the past seven years since the project began supplying water, it has cumulatively delivered over 46 million tons of water, accounting for 81.9% of Kinmen's daily water consumption. The vision of "One Family Across the Strait, Sharing One River's Water" has become a reality. The construction of the mainland's largest iron ore transshipment port and storage base for Taiwan has enabled the transportation of iron ore from Fujian to Taiwan to achieve "morning departure, evening arrival."
