In the battle for the protection and restoration of the Yangtze River, Chongqing has achieved remarkable environmental benefits by innovating and implementing the concept of "zero discharge" of ship sewage. Since 2021, the illegal discharge of ships in the Chongqing section of the Yangtze River has dropped by 90%, the cost of pollution prevention and control by enterprises has been reduced by 70%, and the cumulative reduction of sewage has exceeded 1 million tons. Specific measures include: pushing more than 4000 ships to complete the renovation of sewage collection facilities, and all newly-built ships are designed according to the "zero discharge" standard; More than 200 fixed receiving facilities at docks, 16 dedicated transfer docks and more than 30 mobile receiving ships have been built to form a perfect sewage transfer and disposal system. Establish a cross-departmental joint supervision mechanism and use the "ship e-line" system to implement electronic joint bill management, realize the whole process of sewage traceability. In addition, Chongqing has also promoted the promulgation of the first local regulation in the country to include "zero emission" as a mandatory requirement, "Chongqing Ship Pollution Prevention and Control Regulations", which has achieved a breakthrough in the rule of law in ship pollution control. By unifying the regulatory standards for trunk and tributaries, Chongqing has effectively solved the problem of regulatory blind spots, and promoted the Ministry of Transport to promote this model throughout the Yangtze River, achieving full coverage of "zero discharge" of sewage from more than 36000 trunk ships, providing a replicable Chongqing plan for the protection of the Yangtze River.
