This paper systematically expounds the plans and measures to promote the high-quality development of water transport in various parts of China during the "Tenth Five-Year Plan" period. The core content is divided into three parts: First, the investment in water transportation construction has maintained a steady momentum. Major economic provinces such as Zhejiang, Jiangsu, and Guangdong have continued to increase investment, focusing on the improvement of port energy levels and the construction of high-grade waterway networks. Major projects such as the Pinglu Canal and the Yangtze River Delta Projects such as the upgrading of port groups have become the key to effective investment and cultivating new quality productivity. Second, ports are ushering in a wave of automation transformation and upgrading. International hub ports such as Shanghai Port, Ningbo Zhoushan Port, and Guangzhou Port are accelerating the construction or transformation of automated container terminals to enhance operational efficiency and core competitiveness, and promote the transition from a "domestic trade port" to a "Double-cycle hub" transformation. Third, regional linkage to promote water transport system connectivity, Han-Xiang-Gui Canal, Zhejiang-Gan-Yue Canal and other cross-basin projects have made new progress, Hubei-Hunan-Jiangxi and other provinces through a sound cooperation mechanism to promote the inland navigation channel, the Huaihe River Basin and other inter-provincial adjacent areas also join hands to build out the sea and water transport channel, aimed at the cross-regional nature of water transport to expand the domestic large circulation space, support the development of regional economic integration.
