Hainan's new observation: fully integrated into China's "global 123 fast goods logistics circle"

　　China News Service, Haikou, March 15 (Reporter Fu Yuqun) By 2035, fully integrating into China's "Global 123 Express Cargo Logistics Circle," achieving the goal of domestic delivery within 1 day, delivery to neighboring countries within 2 days, and delivery to major global cities within 3 days, will provide strong logistical and transportation support for the construction of the Hainan Free Trade Port. This development goal is clearly proposed in the recently released "Hainan Province Comprehensive Three-Dimensional Transportation Network Planning Outline" (hereinafter referred to as the "Outline").

　　With the comprehensive advancement of the Hainan Free Trade Port construction, Hainan's economic, population, and industrial development patterns, as well as transportation demand, will undergo significant changes. It is predicted that from 2024 to 2035, the annual average growth rate of freight volume in Hainan Province will be about 10%, with the annual average growth rate of freight volume at shipping hubs being approximately 10%; demand for high-value, small-batch, and time-sensitive freight will rise rapidly.

　　Therefore, the "Outline" proposes that by 2035, Hainan will have basically built a modern, high-quality, comprehensive three-dimensional transportation network that is convenient, efficient, human-centered, green, intensive, intelligent, advanced, safe, and reliable. This network will achieve interconnectivity within and outside the province, three-dimensional connectivity of city (county)-level nodes, and continuous improvement in the capacity and quality of comprehensive transportation services. Passenger intermodal transportation will be convenient and smooth, cargo multimodal transportation will be economical and efficient, and the "Hainan 1234 Travel Transportation Circle" will be basically realized (commuting within 1 hour in the Haikou Economic Circle, Sanya Economic Circle, and Danzhou-Yangpu Economic Circle; 2-hour access to the entire region from major cities like Haikou and Sanya; 3-hour travel across the island; and 4-hour access to major cities nationwide and in Southeast Asia). Hainan will fully integrate into China's "Global 123 Express Cargo Logistics Circle."

　　According to the "Outline," by 2035, Hainan will have basically built an internationally oriented, fully open international shipping hub, an international aviation hub that connects nationwide, faces the "Two Oceans," and links the world, as well as a sea-land gateway hub that safely, efficiently, and conveniently connects Hainan with mainland provinces. The coverage and connectivity of sea and air routes will be significantly enhanced.

　　In terms of international shipping hub construction, Hainan will rely on the Yangpu International Hub Seaport to enhance Hainan's position as an important node in linking the New Western Land-Sea Corridor, facing RCEP countries, and connecting the "Belt and Road." It will build a regional container hub port, an "industrial port" with distinctive features of the Hainan Free Trade Port, and an innovative platform for shipping services.

　　At the same time, Hainan will intensify efforts to expand routes to Europe, the Americas, Australia, New Zealand, and the Middle East, gradually building a domestic and international dual-circulation trade route network. It will strive to gradually expand the pilot scope of managing mainland transshipment outbound container cargo via Yangpu under the "international transshipment" model.

　　In terms of international aviation hub construction, Hainan will rely on the Hainan airport cluster, primarily consisting of Haikou Meilan Airport and Sanya Phoenix Airport/Sanya New Airport, to enhance its hub capacity and node position in the global aviation network. It will strengthen integrated coordination, enhance effective supply capacity and service assurance capabilities, strengthen international tourism cooperation, actively develop the airport economy, and build an international aviation hub that connects nationwide, faces the "Two Oceans," and links the world.

　　In terms of smoothing the Qiongzhou Strait transportation channel, Hainan will build an intensive, systematic, and diversified cross-strait comprehensive transportation channel. It will coordinate the development of cross-strait conventional rail and high-speed rail transportation modes, actively explore cross-strait multimodal transportation such as "road-water-road" container transport, and form a diversified development pattern of passenger ferry, rail ferry, and multimodal transport with complementary advantages, differentiated development, and integrated linkage.

　　In addition, Hainan will promote innovation in the "single document system" model for international trade multimodal transport, actively advance pilot projects for the property rights of international multimodal transport documents, continuously improve port clearance efficiency and facilitation, and encourage the development of services such as international transshipment and cargo consolidation. It will achieve institutionalized cost reduction and efficiency improvement, accelerate the cultivation of international, platform-based, and comprehensive logistics supply chain service enterprises, improve the supply chain network that faces the "Two Oceans" and radiates nationwide, and explore innovative transportation organization methods such as Qiongzhou Strait trailer transport to achieve market-oriented cost reduction and efficiency improvement.

　　Previously, Hainan had introduced 18 measures to comprehensively promote the effective reduction of logistics costs across the province. According to the "Hainan Province Implementation Plan for Effectively Reducing the Total Social Logistics Costs (2025–2027)," by 2027, the ratio of total social logistics costs to GDP in Hainan Province will not exceed 14.5% (excluding the impact of the "China Yangpu Port" factor). Freight transportation capacity will be further enhanced, freight transportation structure will be further optimized, and the logistics operation system will be further improved. This will promote cost reduction and efficiency improvement in key areas such as transportation logistics and warehousing logistics, creating a market environment that effectively reduces overall social logistics costs and better supports the construction of the Hainan Free Trade Port.
