China’s first pilot program for “classified periodic sampling” of fuel oil has been launched in Dongying.

　　China News Service, Dongying, March 5 (Sha Jianlong, Li Pengfei, Zhou Zhongwang) Reporters learned from Dongying Customs, under Jinan Customs, on the 5th that recently, the vessel "Shangsheng," carrying 34,000 tons of fuel oil, completed unloading at Dongying Port in Dongying City, Shandong Province. This marks China's first import business under the "classified periodic sampling inspection" regulatory model for fuel oil, signifying the official implementation of China's only inspection and supervision pilot project in Dongying.

　　The "classified periodic sampling inspection" model for fuel oil means that for enterprises with good credit and no abnormalities in continuous imports, customs departments inspect key technical indicators of fuel oil in advance through test reports before importation, comparing them with national mandatory standards. Enterprises provide quality guarantees, and during a three-month inspection cycle, some batches are randomly selected for on-site inspection without the need for batch-by-batch inspection, thereby achieving "immediate release upon arrival" of goods.

　　"As the only pilot enterprise in the country at present, the fuel oil we import of this quality can be directly unloaded upon arrival at the port. Compared to the traditional sampling and testing process, which takes 3 to 4 days, this batch of goods truly achieved same-day arrival and unloading, significantly improving cargo turnover efficiency and effectively reducing port demurrage risks," said Qiao Linlin, a staff member of the Foreign Trade Department of Dongying United Petrochemical Co., Ltd.

　　According to Wen Shukun, Deputy Director of Dongying Customs under Jinan Customs, Jinan Customs has conducted in-depth on-site research to address the difficulties and bottlenecks faced by enterprises in the import process, continuously optimizing clearance procedures to create fast and efficient customs clearance services. The pilot "classified periodic sampling inspection" for imported fuel oil integrates regulatory processes into the logistics chain of goods importation, creating a seamless customs clearance experience. It is estimated that after the implementation of this inspection and supervision model, enterprises in the Dongying jurisdiction alone can save nearly 20 million yuan in logistics costs annually. "At the same time, we will also conduct follow-up supervision of pilot enterprises through audits and inspections to ensure the quality and safety of imported oil products," Wen added.
