On March 5, China's first import business using the fuel oil "classification cycle sampling" supervision model was completed in Dongying Port, Shandong Province, marking the formal operation of the country's only inspection and supervision pilot. This model is implemented by Dongying Customs, a subsidiary of Jinan Customs, and is mainly aimed at enterprises with good reputation and normal import records: the customs reviews the key technical indicators through the inspection report before import, and after the enterprises provide qualified guarantee, only some batches are randomly selected for on-site inspection within the 3-month inspection cycle, without each batch of inspection, thus realizing the "release on arrival" of the goods ". Dongying United Petrochemical, a pilot company, said that the new model enables fuel oil to be unloaded at the port, and the customs clearance time is shortened from the traditional 3-4 days to the same day, greatly improving the efficiency of cargo turnover and reducing the risk of demurrage. According to the customs, this will embed the supervision process into the logistics link and create a "senseless customs clearance" experience, which is expected to save nearly 20 million yuan of logistics costs for enterprises in Dongying jurisdiction every year. At the same time, the customs will strengthen follow-up supervision through inspection, verification and other means to ensure the quality and safety of oil products. Jinan Customs said that in the future, it will continue to optimize the model, further improve the efficiency of port supervision and customs clearance, and reduce costs and increase efficiency for foreign trade enterprises.
