The policy refines the criteria for identifying talents. Full-time introduction of leading talents can receive support from 500000 to 1.5 million yuan, senior executives of private enterprises can receive support from 200000 yuan, and flexible introduction of foreign captains and navigation experts can receive a maximum subsidy of 200000 yuan per year. In terms of talent cultivation, the key training projects were fully funded, the skill master studio was funded by 200000 yuan for construction, and the postdoctoral students in the area were funded by 300000 yuan. In terms of retention, the construction of the North Seamen Service Industrial Park, to provide settlement, children's education, housing, medical care and other full-chain services. During the forum, a series of talent activities of "Zhihui Binhai Navigator the Future" in 2026 will be launched simultaneously. The four major tracks of marine science and technology, digital economy, low-altitude economy and green economy will be expanded, and the four competitions will be linked.
