Strictly prevent Typhoon "White Dolphin" Zhoushan Maritime Bureau builds a solid maritime safety defense line.

As Typhoon No. 13 "White Dolphin" continues to approach the sea area this year, in order to strictly and meticulously implement various typhoon and flood prevention measures and strengthen maritime safety barriers, Zhoushan Maritime Bureau activated Level IV typhoon emergency response at 18:00 on August 3. Comprehensive inspections and rectifications of maritime safety hazards have been launched, with multi-point and all-round efforts to implement typhoon prevention measures, fully safeguarding the maritime navigation order and the safety of people's lives and property in the jurisdiction.

On the morning of August 5, maritime law enforcement personnel went to Lizhushan Passenger Terminal to conduct comprehensive and thorough inspections and rectifications of typhoon safety hazards for passenger ships docked in the jurisdiction. During the inspection, law enforcement personnel strictly adhered to relevant maritime vessel safety management standards, checking safety self-inspection records, flight dynamic information, engine operation logs, and other core ledger materials item by item before the ships set sail. They carefully examined the configuration, condition, and usability of emergency lifesaving facilities and equipment on the vessels. For safety hazards and weak points identified during the inspection, law enforcement personnel urged the ship operators to make immediate corrections and quickly address safety shortcomings. They also provided on-site guidance to crew members to optimize and refine typhoon defense plans, detailing preventive measures such as windproof reinforcement, vessel risk avoidance, and personnel on-duty arrangements, effectively strengthening the safety foundation for typhoon prevention. It is understood that starting from the afternoon of August 6, the Shenjiawan to Huaniu, Gouqi, Huanglong, Shengshan routes; Yanwoshan to Gouqi, Huaniu routes; Shenjiamen to Shengshan route; and Sijiao to Huaniu routes in Shengsi's water passenger transport will be suspended.

"We are precisely focusing on classified control of key vessels, specifically targeting passenger ships, supply vessels, and small vessels in the jurisdiction for special hazard inspections and safety supervision. While strictly inspecting and rectifying hazards, we are fully ensuring the smooth passage of supply vessels to guarantee that various living and emergency supplies are successfully delivered to the islands before the typhoon impact arrives, ensuring stable supply of island materials," said Zhang Hua, Captain of the Majishan Maritime Patrol Enforcement Team of Zhoushan Shengsi Maritime Office.

Focusing on water-related construction safety, Zhoushan Maritime Department law enforcement personnel went to the construction site of the Yongzhou Railway Fuchi Gate dual-use bridge for a special typhoon safety inspection. Law enforcement personnel focused on verifying the implementation of typhoon prevention measures for the large construction vessel "Tie Jian Bridge Qi 2," carefully inspecting key aspects such as the sealing of watertight facilities before the vessel's wind avoidance departure, emergency equipment reserves, and crew duty arrangements. They also provided real-time updates to the ship operators on the latest typhoon movement paths and wind changes, urging them to abandon complacency and prepare for evacuation in advance, promptly sailing to safe waters to avoid wind and danger.

During patrol control in the bridge area waters, the maritime department simultaneously checked the operational status of navigation aids, navigation order in the jurisdiction, and the dynamics of passing vessels, comprehensively inspecting navigation safety hazards in the bridge area waters. As of now, all vessels involved in the "Tong-Su-Jia-Yong" high-speed railway maritime construction project have smoothly sailed to the designated anchorage at Yeyashan for wind avoidance in strict accordance with the typhoon emergency response plan requirements. The maritime department relies on a "patrol boat + drone + CCTV" three-dimensional patrol supervision model to implement 24-hour monitoring of key risk waters such as vessel anchorages, bridge areas, and maritime construction zones in the jurisdiction, precisely controlling maritime safety dynamics in the area.
