The Shanghai Branch, centering on the national deployment of scrapping and renewing old ships, took swift action by organizing special learning activities on subsidies for new ship construction and policy alignment. It also conducted policy advocacy for shipyards and shipowners in its jurisdiction, emphasizing key issues such as subsidy applications and new ship construction alignment. As a member unit of the Shanghai coordination mechanism for subsidies for scrapping and renewing old operational ships, the Shanghai Branch actively liaised with local transportation authorities, providing professional support in areas such as reviewing scrapped ship documentation and technical certification of new ships. It also cooperated with maritime agencies to supervise the entire construction quality process, building a collaborative work chain among multiple parties.

Focusing on enterprise difficulties, providing precise assistance to solve problems. The Shanghai Branch addressed the slow progress of ship updates among small and medium-sized shipowners by conducting in-depth research and analysis. Through proactive contact with shipowners, guidance using real ship cases, and the establishment of a regular consultation platform, it effectively helped shipowners resolve practical difficulties. The branch successively engaged with companies such as Shanghai Guoxia New Energy and Jiaxing Zhong'an Shipping for exchanges and collaboration. It also worked with design units to interpret new ship construction plans in accordance with regulations, systematically explaining quality control and risk prevention measures. For shipowners applying for inspection for the first time, the branch provided detailed introductions to the inspection process for new ships and assigned experienced surveyors to establish a regular communication mechanism, promptly addressing various issues and effectively boosting shipowner confidence.

To improve the construction quality of renewal ships built by small and medium-sized shipyards and promote the effective implementation of the "Guidelines for Pre-Construction Inspection of Shipbuilding (Trial)," the Shanghai Branch collaborated with the Jiaxing Maritime Safety Administration and the port and shipping management departments of Shanghai and Jiaxing to conduct on-site exchanges and discussions at the Hegang Shipyard in Jiaxing. Key interpretations were provided on two critical aspects: pre-construction condition inspections and pre-construction meetings. Core points such as qualification verification of small and medium-sized shipyards, human resource allocation, equipment calibration, and quality control system establishment were clarified, and differentiated management for key ships and ordinary ships was implemented. Combining actual construction scenarios, participants engaged in in-depth discussions on practical challenges such as subcontractor management, process approval, and inspection communication mechanisms, reaching actionable consensus. Additionally, the Shanghai Branch provided standardized guidance to local ship inspection agencies and technical support for shipyards in document preparation, unifying understanding of quality control and the core requirements of the guidelines.
